Structural Reform addresses the way in which a society is governed; the legal, judicial, and enforcement products of government function that impact health, education, wealth distribution, and social mobility. Advocating for structural reform is contentious. Even when there is consensus about the need for structural reform, there is often disagreement over what should be done, and how and when solutions should be implemented.
